In 2024, the government of Mongolia put together a working group under the auspices of the Ministry of Justice to prepare a new draft Law on Freedom of the Media (draft Media Law). An initial draft was made public in October 2024 and work has continued on this draft. As part of this process, the Mongolian authorities reached out to UNESCO for assistance in ensuring that the new law is fully compliant with international standards relating to freedom of expression and, in turn, UNESCO partnered with the Centre for Law and Democracy (CLD) to provide technical support to Mongolia in developing the draft Media Law.

As part of this process, in 2025, CLD prepared a note setting out its assessment of the draft Media Law in light of international guarantees of the right to freedom of expression and better national practice in this area. This note is available in English here and in Mongolian here.
